The main aim of this article is to present a framework for analysis which will be used for new forms of government such as local development partnerships. In particular, we will address our attention to one specific aspect of the development of cooperative experiences, i.e. their consolidation process, with a particular focus on public-private partnerships aimed at territorial development. The article is divided in two parts: in the first one a review of the existing literature on the topic and a definition of the research phenomenon will be provided; in the second part, a more specific framework for analysis will be presented and some general hypotheses will be formulated in order to facilitate further empirical research on the topic.

Abstract
