ABSTRACT The Alps are an area composed of small and medium sized cities that act as catalysts towards the surrounding countryside as in the case of Aosta and its valley. Starting from the theoretical to some authors, according to which the territory may be interpreted as an input for supplier of those local public goods that provide competitive local production system (Giaccaria - Governa, 2006) argues should be defined as Storper (1997) the meaning of these local public goods that are not purely economic, but part of a broader system of relations at the intersection of physical goods, materials and fundamentally relational goods. The city of Aosta is moving towards a transformation not only as regards its functions, but for what is about to become in the near future. Traditionally considered the "capital" of the Aosta Valley, because of multiple functions and its role Aosta has in recent years significant changes will need to reflect on its future economic and social structures, its territorial organization and actions which may lead to a further development of the area while preserving cultural identity. The attempt to act against the city of Aosta is to implement what Roberto Gambino defines a "conservation innovative" in which the traditional heritage is preserved at the same time is not subjected to a vacuum which tends to enclose its contents . In this context, inserts the "Strategic Plan of the city of Aosta" designed to enable equal participation of local political, economic and social, in the choice of actions deemed strategic, that is capable of triggering processes that allow a large area for development the near future by integrating projects that improve economic development, quality of urban infrastructure and social cohesion. The project is divided into a phase of inquiry to be followed by deployment. The diagnosis phase requires monitoring of the resources of the territory in the environmental, cultural, agricultural resources and food, human and infrastructural. This phase is aimed at territorial diagnosis and listen that can afford to assume a development scenario for the medium to long term on which to rally the ideas and forces larger. The document which results from a preliminary document that defines the Strategic Plan. At the present stage, defined operational phase, the construction of the working groups and identification of strategic priorities will help set up a final document to plan strategies to raise awareness and promote the cultural heritage of the city and contribute to the enhancement of resources also related to the human environment within an international network university.
