The Aosta Valley. The political and financial implications of the fiscal federalism reform The fiscal federalism reform has led to the revision of the Aosta Valley (Vda)’s financial system designed at the beginning of the Eighties. This change does not represent a u-turn in the financial relations between the Vda and the State, since the partition of the fiscal revenues collected in Vda has not been radically modified. The article focuses on the evolution of the legislative discipline of the intergovernmental financial relations related to the Vda since the end of the II World War and on its impact on the regional budget. Special attention is devoted to the negotiations about the revision of the regional financial system in 2011. This revision stems from a political agreement reached by the Regional administration and the representatives of the national government. This agreement has been criticized by the political opposition at regional level because of the methods by which the negotiations have been conducted. Despite these criticisms and the negative balance which derives from the implementation of the fiscal federalism reform, the agreement has been positively welcomed by the majority of the regional political forces since it may led to a greater financial autonomy. However the expenditure retrenchment measures, imposed by the national budgetary laws in reaction to the economic and financial crisis, cast a shadow on the possibility for fully benefiting from the new regional fiscal regime which the Vda has agreed with the State.
Il processo di riforma sul federalismo fiscale ha comportato alcune novità significative per l’ordinamento finanziario della Valle d’Aosta definito agli inizi degli anni Ottanta. I cambiamenti intervenuti non segnano nel complesso una svolta radicale, dal momento che non modificano in profondità il modello originario di riparto fiscale. L’articolo ricostruisce l’evoluzione della disciplina dei rapporti finanziari tra lo Stato e la Regione dal secondo dopoguerra mondiale ad oggi e del loro impatto sui bilanci regionali, soffermandosi sull’analisi delle trattative che hanno condotto nel 2011 alla revisione dell’ordinamento finanziario regionale. Tale revisione è il frutto di un accordo politico siglato dai vertici del governo a livello nazionale e regionale che non ha mancato di destare polemiche per le modalità con cui l’intesa è stata raggiunta. Nonostante le critiche sul metodo e il saldo negativo derivante dalle disposizioni per l’attuazione del federalismo fiscale in Valle d’Aosta, l’esito dell’accordo è stato valutato positivamente dalla maggioranza delle forze politiche regionali dal momento che potrebbe portare ad un rafforzamento dell’autonomia finanziaria regionale. L’incognita maggiore sembra invece rappresentata dai vincoli e dai tagli delle manovre di bilancio imposte a livello nazionale che mettono in parte in discussione i risultati raggiunti dall’intesa.
